The Australian Government’s National Planning Level (NPL) for 2026 is 295,000 new overseas student commencements.
The same Education page says that is 25,000 places higher than 2025, and that a Ministerial Direction continues to manage the system across higher education and VET.
A 3 July 2026 ministers’ release said the NPL stays 295,000 in 2027 (no increase), described as 8% below the immediate post-COVID peak, with commencements tracking below the NPL.
What the NPL is not
- Not a visa. The visa is still subclass 500.
- Not a promise every application is granted.
- Not “students already in Australia.” It counts new commencements.
- Not a Zinjet inventory number. We do not have 295,000 seats to sell.
- Not your personal quota. You never “hold” an NPL place; the provider does.
Who gets the 295,000
Education issues provider allocations (higher education and VET) in line with the NPL.
From the 2026 settings page and associated factsheets:
- No active provider received a 2026 allocation lower than 2025.
- Publicly funded (Table A) universities could apply for additional growth by showing government priorities, including:
- increased engagement with Southeast Asia
- student accommodation so domestic and international students have housing
- Indicative 2026 allocations for publicly funded universities were published (NOSC per university in Education factsheets). We will not paste every university’s number here — they belong on Education’s PDF, which can be revised.
- Other higher education providers: Education described a minimum allocation (50 NOSC in the 2026 factsheet) and modest growth vs 2025.
- VET: Department of Employment and Workplace Relations publishes VET allocations.

Packaged / pathway notes (Education)
Education has said that, from 2026, some transitions (for example from secondary study in Australia, affiliated pathways, or TAFE into publicly funded universities) can be exempt from the NPL. That is a provider-side rule. Ask the receiving university, do not assume your pathway is exempt because a blog said so.
How this hits a student in Nigeria (or anywhere)
- You receive an offer.
- The school can only issue a CoE / commence you if they have allocation left.
- You lodge subclass 500 (charge from AUD 2,500 from 1 July 2026 — visa guide).
- Home Affairs may grant the visa under MD 115 (lodgements from 14 Nov 2025).
- If the provider is out of NOSCs, they should not commence you even with a visa in the passport.
That last line is why “visa granted” is not the end of the story in 2026.

Do not mix them. A cheap visa charge does not create an NPL seat. An NPL seat does not skip GS.
2027 freeze
Ministers (3 July 2026): no increase to the NPL in 2027, remaining 295,000. From 2027, the Australian Tertiary Education Commission is described as overseeing higher-education allocations while the government still sets the overall planning level.
If you are targeting a 2027 intake, treat 295,000 as the working ceiling until Education publishes a different number.
Refusal / delay patterns the NPL creates
- School issues a late CoE after it has used 2026 NOSCs.
- Applicant lodges 500, grant comes, provider cannot commence — intake slips to 2027, which is still 295,000 nationally.
- Counsellor sells “unlimited January seats.”
- Confusing “295,000 visas” with “295,000 commencements.”
- Assuming a packaged ELICOS+degree is automatically NPL-exempt.
Real-world scenarios
Public university, growth application succeeded
That university’s 2026 NOSC is at least 2025, maybe higher if they won growth against SEA engagement or beds. You still need an academic offer, CoE, GS, and funds on Home Affairs.
Private institute at the 50-place floor
Fifty commencements is a small door. If they have used them by October, November offers are theatre. Ask “how many 2026 NOSCs do you have left?” in writing.
2027 master from Nigeria
Budget as if the NPL is still 295,000. Lodge 500 under MD 115. Do not wait for a rumour of a higher 2027 cap.

How commencements are counted (so the 295,000 is not mystical)
Education counts new overseas student commencements (NOSCs) — a student starting a course in the calendar year, not every enrolment. One person on two courses can create more than one commencement statistic in research tables; provider allocations in PRISMS are the operational cap that matters to you.
Exempt cohorts (Education has listed some secondary-to-university and pathway/TAFE-to-public-university transitions from 2026) sit outside that provider cap when Education says they do. Ask which instrument. “My agent said packaged is free” is not an instrument.

Those PDFs are the place for university-by-university numbers. They can be updated. We are not going to scrape 40 university rows into this HTML so they go stale.
Calendar year vs academic intake
The NPL is a calendar-year commencement cap. A February 2026 start and a July 2026 start both eat 2026 NOSCs. A November 2026 offer that defers to February 2027 eats a 2027 NOSC — still planned at 295,000 nationally.
If a school says “we will just push you to July,” ask which year’s allocation. July 2026 is still 2026.
Research tables (Education international-student statistics) count enrolments and commencements differently from PRISMS allocations. Do not argue with a provider using a bar chart from a different series.
Why 25,000 more than 2025 is not “unlimited”
295,000 vs a lower 2025 NPL is modest growth. Education also said the 2026 level remains below the post-COVID peak. Public universities could apply for extra only against housing and Southeast Asia engagement. That is targeted growth, not an open door for every private college.
Ministers (3 July 2026) also tied fee settings to the freeze: general student visa charges up, with lower rates continuing for Pacific/Timor-Leste and introduced for ASEAN and some ELICOS. Those charges live on Home Affairs (from AUD 2,500 on the 500 listing). The NPL page does not replace the estimator.
